As heard in the filns good will hunting and paranoid park. both Gus Van Sant films, this is a song with a few different layers of meaning, could Elliot be talking about the music indutry as seen through the eyes of a failing artist living in Los Angeles?  Incidently Smith died in Los Angeles while recording his sixth studio album from woulds to the chest which were till this day unexplained.

Either way the song is haunting and alluring to the ear and mind.
